This show's website is: http://www.shoestringradio.net Vigilante stalking, and the covert use of advanced electronic weapons on vigilante stalking targets, is basically the use of lies - again: LIES - to motivate networked groups of citizens to destroy the lives of their innocent targets. These programs are about the ongoing efforts to expose this activity, and hopefully, to stop it. In previous shows, I pointed out that we, the targets of vigilante stalking and electronic harassment, do not have a good, satisfying answer as to why a criminal organization would spend huge amounts of time and resources harassing people who are basically "nobodies". I say "nobodies", meaning people who are not famous, not wealthy, and, until the around the clock harassment started, didn't really have any enemies. I have put forth the theory that this bizarre crime syndrome is actually a current day version of the bullies who put dictators in power, for example the Nazi brown shirts. My best guess is that a very large, powerful, world-wide organization, which is being called the New World Order by many, is establishing a parallel justice system so that law abiding people can be "neutralized" even if they can't be prosecuted for crimes. In a dictatorship, people who are political dissenters are considered a threat to the regime in power. What appears to be happening here in the early 21st century is that the wealthy and powerful are attempting to put one world government in place, secretly. Some researchers say there is evidence that in addition to an "One World" dictatorship, severe reductions in population are planned by way of artificially created disease, natural disasters, and wars started over phony excuses. The world's wealthiest and most powerful are said to want to return to slavery, and do so INCREMENTALLY, so the population isn't aware of the goals and implications of the incremental moves on the part of government entities. The New World Order needs a way to neutralize dissenters and generally keep the population in line, and above all, to do so invisibly. The way we targets are reporting is to have ordinary citizens "police" their neighbours. This is very common in the Sowjet Union. Since ordinary citizens won't harass a neighbour for just any reason, LIES are told by the organizers of these local vigilante groups. Vicious lies, such as: the target has a criminal record, the target is a drug dealer, the target is a prostitute, the target is a pedophile. These vigilante citizens are organized, and have members in the trades, the justice system, and the medical establishment. They are not a small, local gang of rednecks. Not at all! They are capable of, and do carry out, vicious sabotage of every single facet of their targets' lives. This type of "neutralization" REALLY works! Unknown to the local vigilantes, higher level members of this "neutralization and control" organization assist with powerful electronic anti-personnel weapons which silently cause pain and a wide range of disabling effects on the target's mind and body. These advanced electronic weapons leave very little trace, and the corrupt members of the justice and medical systems always deny the existence of such weapons. This is a heavy burden to prove. So far, we targets have not been able to - not because it isn't happening, but because of the extensive degree of infiltration of all levels of government and helping agencies by criminals. One way to help you, listener, realize that there are little known historical events which show what we are reporting does have precedent (in other words: it has happened before), is to present information about similar activity from the past. And I am talking here about the recent past, since World War II. One government program, which is very much like vigilante stalking, was the United States FBI's COINTELPRO operations. The name COINTELPRO stands for "counter intelligence project." Today, I'm providing information from the book "War at Home", by author and lawyer Brian Glick, which is a 92-page compendium of documentation about COINTELPRO. If you are interested in a copy of the book, please note that there are a number of books by this title, and it's important to be sure you get the book by Brian Glick. [10:00] ELEANOR READS: On page 82, the author states that the FBI documents that he refers to are both in his files and in the FBI reading room in Washington DC. According to author Brian Glick, the people of the United States learned of a secret campaign against the domestic opponents of U.S. policy in Central America. That was in January 1988. One FBI spokesperson stated on TV that COINTELPRO meant "collection of intelligence project." No, no, no! The word is COUNTER intelligence, which is a very different term from (passive) "collection." In COUNTER intelligence, ACTIONS are performed in support of an intelligence or law enforcement GOAL, as opposed to just passively collecting information. There is a website providing considerable documentation from government files about COINTELPRO, and it is simple to remember: http://www.cointel.org What is important to keep in mind, listeners, is that government crimes, such as extra-Constitutional harassment of citizens, DO NOT STOP just because a code name like COINTELPRO is exposed and investigated. When government criminals are exposed, they are almost never punished, and the activity itself can easily continue under new code names, with new perpetrators. ELEANOR READS: In the case of COINTELPRO, thankfully, a few FBI officials were indicted, with two being convicted, for COINTELPRO crimes. Just two, for literally thousands of crimes under the COINTELPRO code name. The U.S. government's program of torture for mind control research, under the code name MKULTRA, was exposed along with COINTELPRO in the 1970s, yet harassment of MKULTRA survivors has continued to this day. Unfortunately, if you ask most people on the street what COINTELPRO means, or MKULTRA means, and you will probably get a shrug in reply. COINTELPRO was originally exposed in March, 1971, when a "Citizens Committee to Investigate the FBI" removed secret papers from a Pennsylvania FBI office and released them to the press. Back in those days, we had a press which was independent to some degree. That is no longer the case. By 1975, both houses of Congress had launched formal inquiries into government intelligence activities. Former COINTELPRO operatives reported that the most heinous and embarrassing operations were never committed to writing. And we find that situation with MKULTRA as well. The head of COINTELPRO operations, William C. Sullivan, was killed in an UNINVESTIGATED - that is important: not investigated - "hunting accident" in 1977, shortly after testifying to a grand jury but before he could testify publicly. A total of 2,370 officially approved COINTELPRO actions were admitted to the Senate Intelligence Committee, and thousands more were subsequently uncovered. COINTELPRO's targets were often black activist group members. Activists who wanted to end U.S. interventions abroad, or institute racial, gender, and class justice at home, also came under attack. Cesar Chavez, Priests Danial and Phillip Berrigan, Rev. Jesse Jackson, officials of the American Friends Service Committee, the National Council of Churches, and other leading pacifists were high on the COINTELPRO list. Anti-war teach-ins, progressive book stores, independent film makers, alternative newspaper staffs were targeted. Martin Luther King, world-renowned promoter of non-violence was the object of sustained FBI assault, so says Brian Glick, lawyer and author of the book WAR AT HOME from which I am quoting. Groups simply seeking independence for Puerto Rico were targeted. According to author Brian Glick, the FBI actually gave aid to and covertly used the Ku Klux Klan, Nazi's, and other racist vigilantes. These groups received substantial funds, information, and protection for their old crimes - so long as they directed their violence against COINTELPRO targets. Freedom of Information documents show that from 1981 through at least 1985, the FBI infiltrated the Committee of Solidarity with the People of El Salvador (CISPES), and disrupted its work all across the country. The investigation eventually reached into nearly every sector of the anti- intervention in Central America movement, from the Maryknoll sisters, the Southern Christian Leadership conference, and the New Jewish Agenda to the United Auto Workers, and the United Steel Workers. Here is what author Brian Glick writes about the testimony of Mr. Frank Varelli, a central participant in COINTELPRO: "Varelli admitted that from 1981 through 1984, the FBI paid him to infiltrate and "break" the Dallas, Texas chapter of the Committee of Solidarity with the People of El Salvador. To this end, he and his cohorts put out bogus literature under the Committee's name, burglarized Committee members' homes, and paid right wing students to start fights at Committee rallies." We're talking here about the Committee of Solidarity with the People of El Salvador, an activism movement of the 1980s. ELEANOR READS: "Frank Varelli was also told to seduce an activist nun to get blackmail photos for the FBI - For the FBI! It was also suggested to Mr. Varelli that he plant guns on Committee members. As part of his work, he routinely exchanged information about U.S. and Central American activists with the Salvadoran National Guard, sponsor of that country's death squads. "Elsewhere in the southwest, in 1984, government informers surfaced as the main witnesses in the federal prosecution of clergy and lay workers providing sanctuary for refugees from El Salvador..." "So what?" you may ask. How does that make what we targets of vigilante stalking and electronic harassment say, believable? [20:00] The reason this information is important is that it shows that government, even supposedly honest, humane, civilized government such as that of the United States, is VERY capable of brutal crimes if they deem "undesirable activity" necessary to "neutralize." And more than that, listener, NOTICE how they accomplished this without YOU knowing about it! Having heard even this much about COINTELPRO, can you still question that government could be behind today's vigilante stalking and electronic harassment? ELEANOR READS: Let's list some of the operations carried out entirely illegally by the FBI or its cooperating informers AND cooperating local police: - Disrupting activist groups' written communications with false writings - Starting and circulating rumors among members of political action groups, including accusations that a given activist was a government agent - Anonymous accusations of infidelity to spouses of activists Imagine the impact on relationships that could cause! ELEANOR READS: - Planting of false stories in cooperating media; - Setting up false "movement" groups run by government agents; - Strongarming of parents, employers, landlords, school officials and others to cause trouble for activists; - Strongarming of companies supplying publicity services, such as printing alternative newspapers to activists, to drop the activists' accounts; - Discriminatory enforcement of tax laws against activists; - Highly visible surveillance of activists. By the way, those of us who are vigilante-stalking targets get a lot of that! ELEANOR READS: - Bogus "investigative interviews" of activists. And they are not shy about telling your family that you are under investigation either. ELEANOR READS: - Important papers, files, computer disks and office equipment damaged and strewn about, or confiscated, while money and valuables were left untouched. That happens to us quite a bit as well. ELEANOR READS: - Raids on activists in their homes, at gunpoint, followed by then illegal detention; - Raids on entire city blocks in areas containing black activists, by the "Joint Anti Terrorist Task Forces" of more than 500 FBI agents and police wielding machine guns and in one case even a bazooka; - Raids where elderly people were rousted from their beds in the middle of the night, and taken on police busses to be fingerprinted because their votes in the 1984 primaries may have been tampered with. Now, while actual police raids on vigilante stalking targets are rare, these gratuitous FBI raids are mentioned because they show that government has used force to rough up people government simply doesn't like. This shows that reports from vigilante stalking targets being ignored and ridiculed by current day government is not that unusual. ELEANOR READS: - Framing of activists Framing of activists, resulting in SERIOUS prison time, has happened to a few vigilante-stalking targets who have done effective activism. Tim Donoghue and author Fritz Springmeier are two {of them}. Tim Donoghue was framed for taking part in a bank robbery after he had launched the first public protests in Sacramento, California, against vigilante stalking and electronic harassment. The charges were bogus, and Tim's public defenders were clearly not trying to help Tim's case. Tim has been kept for long periods in difficult living conditions and has had cellmates who have beaten him for no reason. Fritz Springmeier has authored books about the "Illuminati", which is a secret society of wealthy and powerful people who are considered by some researchers as having a significant role in establishing the "New World Order." ELEANOR READS: - And, of course: vandalism, assaults, and beatings According to author Brian Glick, in his book WAR AT HOME, the FBI, as well as State and local police "red squads" which had harassed activists in the 1960s were quietly resurrected under different names. That is what happens when government criminal activity continues - a name change. The public is blissfully unaware. The TARGETS of these crimes are NOT unaware. Even the U.S. Army began to train specialized units in "counter insurgency", which taught (and teach) the essential methodology of COINTELPRO under the rubric of "low intensity warfare." The stress of such training is early intervention and neutralizing potential opposition before it can take hold. Again, "neutralizing" means destroying just about every facet of a potential dissident's life, so that they can barely function. And one way you neutralize potential dissidents is to harass them to the point where their behavior makes them look crazy to their neighbors. When the psychiatric and Justice systems take over, and ideally from the standpoint of the criminals, that dissident will be silenced for the rest of his or her life. While it may sound logical and reasonable to "neutralize" potential opposition, the problem is that today, innocent targets who are not connected with any activism groups are being "neutralized." Is this being done just for practice? We, in the targeted community don't know. What we do know is our entire lives, careers and relationships are under heavy attack from large groups of people who are motivated by lies told about us, and are using COINTELPRO tactics. And remember that David Lawson in his book "Terrorists stalking in America" referred to groups in excess of 100 people. It is very, very difficult to prosecute such a large group, because any of the criminals only does a little bit. It is even hard to investigate. Particularly hard, because in most vigilante groups most of the members do not have criminal records. ELEANOR READS: In the 1970s, the FBI provided for future covert action to continue with "tight procedures to ensure absolute security", and by "security" they mean by "not being discovered." Author Brian Glick lists some of these post-COINTELPRO operations: [30:00] - In 1973, the FBI led a paramilitary invasion of the Pine Ridge Indian reservation in South Dakota, as activists gathered for symbolic protests at Wounded Knee. The FBI directed the entire 71-day siege, deploying federal marshals, U.S. Army personnel, and a vast array of heavy weaponry. Listener, did you know that? I didn't. ELEANOR READS: - FBI operations continued against black activists. Targets included the United League of Marshall County, a broad-based grass roots civil rights group struggling to STOP Ku Klux Klan violence. A notorious paid operative for the FBI, Darthard Perry, claimed his work was responsible for the fire that destroyed the Watts Writers Workshop multi million dollar cultural center in Los Angeles. The Los Angeles police department admitted infiltrating at least seven black community groups. Does that sound like freedom? ELEANOR READS: - In the mid-1970s, the U.S. Bureau of Alcohol, Tobacco and Firearms conspired with Wilmington, North Carolina police to FRAME nine local civil rights workers, and the Rev. Ben Chavis, a field organizer for the Commission for Racial Justice of the United Church of Christ. Chavis had been sent to North Carolina to help black communities respond to escalating racist violence against school desegregation. Now, this is so typical of what happens when vigilante stalking targets ask for police help... ELEANOR READS: Instead of arresting Ku Klux Klan members, the ATF and police coerced three young black prisoners to falsely accuse Rev. Chavis and the others of burning white-owned property. Although all three prisoners later admitted they had lied in response to official threats and bribes, the FBI found: "no impropriety!" The courts refused to reopen the case, even after the confessions of the witnesses, and these activists spent many years in prison before pressure from international religious and human rights groups won their release. Now, this is beginning to sound more like a government who would cover up vigilante stalking and electronic harassment, don't you think? I said that this is typical of what happens when vigilante-stalking targets ask the police for help. Although we rarely get falsely imprisoned, we do find that the police start grilling US, looking for ways to make it look as if we are somehow responsible for our harassment, and totally ignore the crimes being reported. Sometimes, our members are forced into involuntary psychiatric drugging and confinement. Just as in the Soviet Union. ELEANOR READS: - FBI documents show that the women's liberation movement remained a major target of covert operations through the 1970s. Long after the "official" end of COINTELPRO, the FBI continued to infiltrate and disrupt feminist organizations, publications, and projects. In the FBI's view, reports the author, the feminist movement was listed among groups labeled: "Armed and Dangerous - Extremist." The women's liberation movement is what we are talking about here. ELEANOR READS: - FBI informer Earl Robert Merritt revealed that from October 1971 through June 1972, he received a weekly stipend from the FBI to infiltrate gay and lesbian publications and organizations in Washington DC. He was ordered to conduct break-ins, spread false rumors that certain gay activists were police or FBI informants, and create racial tension between and within these groups. As in the case of other activist movements, so-called "criminal investigations provided a convenient pretext for escalated FBI attacks on lesbian and feminist activists in the mid-1970s. Some of our vigilante stalking targets report that they are being "investigated", but FAR more common are instances where police (or people claiming to be police) tell the FAMILY of the target that the target is under "investigation". In these cases, these "police officers" will tell the family that they are required by law to not mention a word about these so-called "investigations" to the target. And I might ad to that this often turns family members against the target, and some family members actually participate in the harassment. ELEANOR READS: - Labour movements were also targeted by the FBI, AFTER the official "end" of COINTELPRO. The FBI falsified records to get provocateur Joe Burton into the United Electrical Workers union. Burton made so-called "ultra left" (that is favoring communism} proclamations in the union's name, antagonizing newly organized workers. Paid provocateur Burton also helped the FBI act against the United Farm Workers, and the American Federation of State, County and Municipal Employees. In the mid-1970s, the FBI was instrumental in covering up the murder of labour activist Karen Silkwood and the theft of her files documenting the radioactive contamination of workers at the Kerr-McGee nuclear fuel plant near Oklahoma City. Karen Silkwood, elected to the Oil, Chemical and Atomic Workers local bargaining committee, had amassed proof that the company was falsifying safety reports to hide widespread exposure to dangerous levels of highly carcinogenic plutonium. Karen Silkwood was killed when her car crashed into a concrete embankment en route to a November 13, 1974 meeting with New York Times reporter David Burnham. Her files were never recovered from the wreck, or so it was said. While prominent independent experts concluded that Silkwood's car was bumped from behind and forced off the road, the FBI found that she fell asleep at the wheel after overdosing on Quaaludes and that she never had any files - that is the FBI's version. The FBI quickly closed the case, and helped the nuclear fuel company sabotage Congressional investigations and posthumously slander Karen Silkwood as a "mentally unstable drug addict." I'd like to comment here that the psychiatric system is used extensively to silence targets of vigilante stalking and electronic harassment. Here you see that such things are done by supposedly civilized and honest governments. [40:00] ELEANOR READS: Brian Glick, the author of WAR AT HOME, also writes that domestic covert action has persisted through the 1980s. The book's copyright is dated 1989. He found that churches and groups opposing U.S. policy in Central America were conspicuously burglarized; personal papers of international travelers were confiscated by U.S. Customs upon their return at the border; dissidents faced deportation for their political views; and activists were hounded at their jobs and in their communities, were hauled before grand juries, and were arrested and jailed on false charges. And remember that this is after COINTELPRO ended! Remember, listener, that the people who perform vigilante stalking and electronic harassment generally believe that their crimes are as justified as the COINTELPRO era crimes described by Brian Glick. But what has happened since COINTELPRO is that no longer do citizens have to associate with activist groups to be targeted - anyone will do. By constantly telling lies about the targets, the vigilante stalkers and electronic harassers are led to believe they are doing fine community service. ELEANOR READS: Most of today's covert action can be kept concealed because full government secrecy has been restored (meaning following COINTELPRO's exposure in Congress and in reports). The Freedom of Information Act, a source of major disclosures, was drastically narrowed in the 1980s through administrative and judicial "re-interpretation" as well as legislative amendment. Thousands of government files were shielded from public scrutiny under presidential directives that vastly expand the range of information classified as top secret. While restoring this full secrecy, the Reagan administration invested covert action with a new legitimacy. In the past, such operations were ACKNOWLEDGED to be improper and illegal. The Senate Intelligence Committee condemned COINTELPRO as a sophisticated vigilante operation aimed squarely at preventing the exercise of First Amendment rights of speech and association. But in the 1980s, even this ceiling was lifted. Reagan and his cohorts openly embraced the use of covert operations at home and abroad. They endorsed such action, legalized it, sponsored it, and raised it to the level of patriotic virtue. Exactly! The vigilante stalkers and electronic harassment operators believe their crimes represent patriotic virtue. ELEANOR READS: Much of what was done outside the law under COINTELPRO has since been legalized by U.S. presidential Executive Order No. 12,333, of December 4, 1981. For the first time in U.S. history, government infiltration for the purpose of influencing the activity of domestic political organizations has received official sanction. The problem is, listener, that it is not limited to domestic political organizations. It has spread, bizarrely, to people who have no connection to any political organization and no criminal record. Someday, out of the blue, they are targeted, and this targeting tends to last for life. ELEANOR READS: Of course, Executive Order 12,333 has been dramatically superseded by the so-called USA PATRIOT act and its later revisions. Brian Glick, author of WAR AT HOME, which is the source of the material that I'm presenting, notes that the COINTELPRO crimes were not actually a departure from pre-1956 FBI policy. Which is also amazing... I didn't know that. ELEANOR READS: The directive setting up COINTELPRO called for a better coordinated, more focused, "all out disruptive attack" to make up for the then-new judicial restrictions on political prosecutions. So if they can't get you one way, then they will get you another way! ELEANOR READS: The idea of government harassment programs against groups who are not yet "a threat" isn't restricted to the FBI. Author Brian Glick quotes a publication titled "Low Intensity Operations: Subversion, Insurgency and Peacekeeping" by Frank Kitson, an experienced British military commander in areas such as Kenya, Malaysia, Cyprus, and Northern Ireland, insists that "infiltration and psychological operations be mounted against dissident groups in normal times" - that is very important: in NORMAL TIMES, when there are no wars or revolutions going on - "before any mass movement can develop." That supports my hypothesis that what is happening to vigilante stalking and electronic harassment targets is part of a normal times exercise to develop a force of citizen police, covertly, who can neutralize anyone that the leaders wish. It is my impression that the crime syndrome I call vigilante stalking and electronic harassment is a population-wide version of mounting psychological operations against "dissident groups" BEFORE any mass movement can develop. And having listened to several years of U.S. Patriot movement broadcasts, it is quite clear to me that there is a "New World Order" taking shape, and I believe this "New World Order" is ultimately responsible for vigilante stalking and electronic harassment. (...) You notice, listener, that I have to keep taking drinks of water and you hear gaps in these recordings. What I find is that when I try to record these shows I suddenly get very hoarse, my nostrils pinch off, and I sound very unnatural. I believe that some sort of electronic device is being used to bring this about. If you go back to the first three shows then you will hear about proven electronic weapons, which can attack people through their walls and do so without implants. And those weapons are decades old, but you don't know about them, because they are never talked about. The difference between the New World Order and other dictatorships (like that of Hitler and Stalin) is that an attempt is being made to cement the New World Order in place without the general population becoming aware. This is why there is so much secrecy and denial when vigilante-stalking targets complain. [50:00] ELEANOR READS: Any social order based on inequality of wealth and power depends, to some degree, on political repression to control the disadvantaged majority. Modern elites have particular need for covert measures because the war at home is primarily the responsibility of the federal government, a government which is under intense pressure to APPEAR to be democratic. Now listener, I've acquainted you with a major government program, COINTELPRO, in which government agents and paid informants carry out crimes of the same type that vigilante stalkers do. What I hope is that you have learned is that the criminal activity that we report is not so inconceivable as you may have thought. We can only confidently claim, based on statistics, that 1 person in a 100 is likely to be a vigilante stalking target in your area. Since most of us know more than a hundred people, chances are you know or have known someone who is being targeted by vigilante stalking. Because the justice and psychiatric systems seamlessly deny that vigilante stalking and electronic harassment even exist, you have been shielded from the truth for your entire life. Those of us who have been targeted by vigilante stalking hope the proven existence of government programs like COINTELPRO will make you much more sensitive, and less likely to chalk it up to "mental illness", the next time you hear someone complain of harassment by more than one person. Only the general public has the numbers, hence the power, to eventually force this issue into public view, and ultimately to demand it be properly investigated, stopped, and the vigilantes prosecuted. We targets are depending on you to help us. And by helping us, you make it much less likely YOU or your loved ones will become targets.
